美国儿童产品CPC证书由谁签发

儿童产品证书 (Children’s Product Certificate), 简称 CPC，是指由 CPSC 授权的第三方测试机构按照法规测试产品后，基于测试数据所签发的证书。适用于所有以 12 岁及以下儿童为主要目标使用对象的产品，如玩具、摇篮、儿童服装等，如在美国本地生产则由制造商负责提供，如在其他国家生产则由进口商负责提供。也就是说，跨境卖家作为“进口商”，想把中国工厂生产的产品卖到美国，需要向作为零售商的亚马逊提供 CPC 证书。

如果产品变更材料或制作工艺发生了变化，需要重新提供CPC吗？
